PAX Jax was created as a convention-exclusive design tied to the PAX gaming events, one of the earliest examples of Riot distributing a skin outside the normal store. Because of that origin, its price is unavailable for standard RP purchase.

Its Limited availability reflects that original distribution method, and it is not expected to return to general sale. Owning it marks a player as having been part of that early promotional chapter of League’s history.
